Paul Huggett is the UK Managing Director at Hellios Information, who helps buying organisations in finance, defence, aerospace, and security simplify the collection and management of their supplier information to strengthen their supply chains. Paul has over 30 years of experience in supplier compliance, relationship management, operational risk, and organisational change. He leads UK operations and account management, driving the development and growth of the Financial Services and Defence communities. Prior to joining Hellios, Paul held senior roles at Nationwide Building Society, Bank of Ireland, Lloyds Banking Group, Barclays Wealth, and Deutsche Bank. Earlier in his career, he worked in internal audit, led transformation and outsourcing programmes, and managed global technology deployments. Paul is committed to sharing knowledge, and regularly speaks at conferences and events, to share his perspective on Third-Party and Supply Chain Risk.

CEO, Centre for Economic Security

Dr. Rebecca Harding is CEO of the Centre for Economic Security and an independent trade economist, author, public speaker. She is a specialist in digital and sustainable trade and supply chain finance, geoeconomics and geopolitics. Her affiliations include roles as Chief Economic Adviser to the Defence Security and Resilience Bank, an Associate at Earendel Associates, a Senior Fellow at the British Foreign Policy Group and an Associate Partner in the T3i Partner network. She is a member of the Alphen Group.Her strategic advisory business, Rebeccanomics, provides services in international trade including work on sustainable trade finance for the ITFA and the Sustainable Trade Forum. In 2022 she was awarded the “Net Zero Entrepreneur of the Year” at the annual Scale UpGroup’s Enterprise Awards. She has built three data-based technology businesses. She has held senior positions as Head of Corporate Research at Deloitte, Senior Fellow at London Business School, and Chief Economist roles at the Work Foundation and at UK Finance. She acted as Specialist Adviser to the Treasury Select Committee and advised the All-Party Parliamentary Group on Entrepreneurship. Between 2004 and 2018 she was a Director and Trustee of the German-British Forum.

CEO, ADS

Kevin Craven became CEO of ADS in April 2021, having served as a member of the ADS Board, including as ADS Vice-President, Defence. Under his tenure, ADS has grown to represent 1500 businesses across the UK and take a leading role in UK-EU Industrial Relations following the UK’s exit from the European Union. Born in Zimbabwe, Kevin holds a BSc in Electrical Engineering and moved to the UK in 1991. He began his career in contract catering, moving to ARAMARK in 2002 to head up Specialist Markets, supporting mainly public sector areas of Healthcare, Education, Defence, and CriminalJustice. In 2006 he took over Balfour Beatty WorkPlace, the FM arm of the infrastructure Group, and was later promoted to CEO of the Support Services division in 2011. The division included utilities – both gas and power transmission, integrated facilities management, highways maintenance, rail infrastructure and the UK Shared Services operations. In 2014 Kevin was made Chief Executive Serco UK & Europe comprising six business units including Defence, Transport and Heathcare. Kevin has served as a non-executive on numerous engineering joint ventures including Romec with the Royal Mail, Atomic Weapons Establishment, and United Group in Australia. He currently sits on several boards including ASD and is the Chairman of Farnborough International.

Major Will Matthews is an accomplished officer in the British Army’s Royal Engineers, bringing a wealth of operational experience from deployments in Bosnia, Kosovo, Sierra Leone, Iraq, and Afghanistan. Since commissioning from the ranks in 2018, he has specialised in talent development and recruitment, holding influential appointments at the Royal Military Academy Sandhurst and within the Directorate of Army Recruiting. A graduate of the UK’s Command and Staff Course, Will has also contributed towards global infrastructure operational planning at Defence Equipment & Support (Abbeywood), where he played a pivotal role in coordinating responses to humanitarian crises amidst complex, simultaneous operational environments. Passionate about innovation, resilience, and ethical leadership, he is a strong advocate for collaborative approaches across Defence. As a champion of JOSCAR Live 2025, Will promotes practical solutions to enhance risk management, regulatory compliance, and supply chain readiness within the UK Defence sector.

He was appointed Director-General of Make UK Defence the following year and has overseen 5 years of continuous growth for the business, with membership now approaching 600 companies. Make UK Defence focuses on the defence supply chain, strongly arguing for a greater role and higher percentage spend for SME and mid-tier companies in UK defence whilst helping the big Primes to improve their supply chain performance. Prior to 2018 Andrew enjoyed a 25 year career in the defence and security engineering and manufacturing businesses, including 10 years with Serco Group plc, 6 years with Smiths Detection and two spells with MOD Maintenance, Repair and Overhaul trading funds. He has bid managed around £1.0 Billion of opportunities in his career. 7 years as an independent consultant saw him working for a wide range of SMEs, mid-tiers and large Prime contractors, as well as the E3-D Sentry Team at RAF Waddington and Defence Equipment and Support in Bristol. Andrew was widowed in 2015 and has three children all currently studying at college and university.

With 15 years of experience in performance management and system implementation, Claire knows what it takes to lead projects, assess risk, and build successful relationships with influential partners. A mother of two young daughters, Claire hopes that her leadership skills can inspire them and other young people to achieve their full potential – perhaps even following her into a career in cybersecurity! In 2025, Claire will be chairing the JOSCAR cyber technical working group which is a great opportunity for members to share best practices and ensure the JOSCAR platform meets the needs of stakeholders by enabling effective decision making.

As national publicity on the subject of ‘Wireless security’ peaked in 2002 and Celebrity phone hacking in 2011-14 Phil became somewhat of a cyber-security celebrity with appearances on SkyTV, BBC News and coverage in national and industry press. Phil is results driven and enjoys many years of project success, notable technical deliverables and some pioneering views and opinions. He has worked for HomeServe Plc, Yell Plc, Camelot, Skype,Nomura, Deloitte, TNT Express, UK Power Network, Arriva Plc and in 2019 was the cyber security SME for UK Government’s Cabinet Office. He was the founder and chairman of the non-profit ClubCISO group – http://www.clubciso.org and the Metrics Project. Phil is also a board advisor for The Cyber Escape Room Co., IP Performance and Utility Networks and since July 2024 is Head of Cybersecurity Development for the accreditation body IASME. My role is Governance, Risk and Compliance Manager for cybersecurity within NATS (Air Traffic Control) where I am responsible for supplier security assurance and risk management practices. Aviation is heavily reliant on a secure interconnected-ecosystem of which the supply chain plays a key part. I am currently transitioning the approach to supplier security assurance to focus on risk and to align with common requirements based on industry best practice standards, and to use common tooling such as JOSCAR to simplify engagement. I have been with NATS for 5 years. Prior to joining NATS I worked in the defence industry for Babcock International Group where I participated in the development of the JOSCAR cyber question set and the Defence Cyber Protection Partnership’s DefStan 05-138.
